Every project team has more ideas than capacity. The decision about what to work on first — and equally important, what NOT to work on — is the highest-leverage decision a product team makes. Prioritization frameworks provide structured approaches to these decisions, replacing ad-hoc debates with transparent, repeatable processes.

RICE Scoring

RICE scores features by four factors: Reach, Impact, Confidence, and Effort.

Reach: How many users will this affect per time period? A feature used by 10,000 users per month has higher reach than one used by 100.

Impact: How much will this change each user’s experience? Scored on a scale: 3 (massive), 2 (high), 1 (medium), 0.5 (low), 0.25 (minimal).

Confidence: How confident are you in the reach and impact estimates? 100% (high confidence), 80% (medium), 50% (low).

Effort: How many person-months will this take?

RICE Score = (Reach x Impact x Confidence) / Effort

RICE is useful because it makes the reasoning behind priorities transparent. When stakeholders disagree on priority, the RICE inputs identify where the disagreement lies — is it about reach, impact, or effort?

MoSCoW Method

MoSCoW categorizes items into four groups for release planning:

Must Have: Non-negotiable requirements. Without these, the release is not viable. Should Have: Important but not essential. The release is degraded without them. Could Have: Nice to have. Include if time permits. Will Not Have (this time): Explicitly excluded from this release but may be considered later.

MoSCoW is simpler than RICE and works well when the team needs to quickly sort a backlog into priority buckets for a specific release. Its weakness is that it does not quantify the relative priority within each bucket.

Value vs. Effort Matrix

The simplest framework: plot items on a 2x2 grid with Value (high/low) on the Y-axis and Effort (low/high) on the X-axis.

This framework is ideal for workshops where the team needs to quickly sort a large number of items. Its simplicity is also its limitation — it does not capture nuances like risk, confidence, or strategic alignment.

Weighted scoring is the most customizable framework but requires agreement on criteria and weights, which can be a difficult conversation.

Cost of Delay

Cost of Delay measures the economic impact of waiting. If a feature generates $50,000 per month in revenue once shipped, every month of delay costs $50,000. This quantification helps compare features that have different value profiles:

  • Standard: Value remains constant regardless of when delivered
  • Urgent: Value decreases rapidly with delay (market window, compliance deadline)
  • Fixed date: Value exists only if delivered by a specific date (event, regulatory deadline)

Cost of Delay is the input to WSJF (Weighted Shortest Job First), used in SAFe environments.

Practical Tips

Use one framework consistently. Switching frameworks between decisions makes comparisons impossible. Pick one and use it long enough to develop institutional knowledge.

Revisit priorities quarterly. Market conditions, customer feedback, and organizational strategy change. A feature that was low priority last quarter may be high priority now.

Do not prioritize everything. Apply the framework to the top 30-50 items. Items ranked lower than 50 in any framework will not be worked on anytime soon and do not warrant detailed scoring.

Involve stakeholders in scoring. Priorities decided by one person reflect one perspective. Cross-functional scoring produces better-rounded priorities and stronger buy-in.
